Book excerpt: Shortly after the 9/11 terrorist attacks, the FBI began using the Terrorist Activity Reporting System (TARS) to track and monitor terrorist threats and suspicious incidents. It supports the identification, collection, management, evaluation, analysis, and dissemination of all terrorist threats and suspicious incidents up to the secret classification level. In 2002, the FBI deployed a terrorist threat tracking application, called Guardian. Counter-terrorism threats and suspicious incidents are captured, stored, and assigned in Guardian. E-Guardian is designed to facilitate the sharing of threat and suspicious incident information between the FBI and its state, local, and tribal law enforcement partners that do not have access to Guardian. Charts and tables.
