Book excerpt: In the Baltic States, referendums are being activated either automatically, by public authorities or by the citizens. In each republic, however, there are several citizen-unfriendly legal obstacles that do not only restrict the use of these democratic tools but also lead to a poor performance in generating binding popular decisions.
