Book excerpt: Marine Corps Techniques Publication MCTP 3-30B (Formerly MCWP 3-40.2) Information Management 2 May 2016, builds on the doctrinal foundation established in Marine Corps Doctrinal Publication (MCDP) 6, Command and Control. Since the original publication of MCDP 6, technology improvements have led to more effective command and control capabilities; yet, overly complex information processes have left warfighters with new challenges. Further, while Joint doctrine provides broad overarching guidance for information management (IM), it gives few practical solutions for the technological challenges that warfighters face. This publication provides an overview and definition of the concept of information management, presents examples and guidance for IM strategies, suggests best practices, details IM responsibilities, and presents organizational constructs for IM planning and execution. Its focus is at the tactical and operational levels and it refers to relevant theater strategic issues as necessary. This publication is organized around the pillars of command and control-information, people, and the command and control support structure-because information management is a key command and control enabler. As stated in MCDP 6, "there is no substitute for effective command and control" and the leadership responsibilities that come with staff organization and collaboration. This publication serves as the authoritative reference for IM concepts and introduces knowledge management, highlighting its relationship to command and control. The intended audience is commanders, staffs, IM officers, communication officers, and information technology users.
