Book Synopsis Performance-based Public Policy Toward Postsecondary Vocational Education by :

Book excerpt: This document proposes methods by which the public purposes of postsecondary vocational education may be more effectively implemented. Part 1 reviews the public purposes of public vocational education (which are postulated as: to increase individuals' satisfaction at work; to increase the access to employment of underrepresented groups; and to increase the economy's total output of goods and services) and considers how to measure outcomes that indicate whether those purposes are being served. Part 2 describes how the multiple purposes of public vocational education conflict with one another and points out tradeoffs that become necessary when multiple purposes are pursued in a finite span of time. Analytic procedures for evaluating programs with multiple objectives are discussed. Part 3 discusses cost-benefit considerations in school-based and company-based public vocational education, describes as an example of subsidized on-the-job training a program funded by the California Employment Training Panel and located at New United Motors Manufacturing, Inc., And considers who should pay for public vocational education. A 56-item bibliography concludes the document. (Cml).
