Mr. William H. Martin was elected General Agent, and Mr. Charles S. Capp, Manager, at moderate salaries, and these, with an office boy, constituted the working force and the only persons receiving pay for services rendered - their entire time being devoted to the business. An address to the people of the State, setting forth the plans and pur poses of the Union and inviting cooperation in the interior counties, was also published and widely circulated, and efforts constantly made to obtain useful and reliable information concerning the public lands open to settlement in the respective counties, and those for sale by railroad companies and private owners, whether improved or unimproved. A copy of said address and circulars used to obtain cooperation information from the residents of interior counties are hereto annexed.
